This person represents District 1 on Yucaipa's five-member City Council: city ordinances, the budget, and land use in this San Bernardino Mountains foothill city of about 54,500 residents. A 4-year term. Council members are elected by district to staggered four-year terms; the Mayor title is chosen by the council from among its own members each December, not elected separately by voters.

Chelsea Brammer Ramirez faces Greg Franklin on the November 3, 2026 ballot for Yucaipa's District 1 City Council seat. Whoever gets the most votes wins outright -- there is no primary or runoff.

This person represents District 1 on Yucaipa's five-member City Council: city ordinances, the budget, and land use in this San Bernardino Mountains foothill city of about 54,500 residents. A 4-year term. Council members are elected by district to staggered four-year terms; the Mayor title is chosen by the council from among its own members each December, not elected separately by voters -- Chris Venable has held it since a December 2025 council vote.

This seat is open because incumbent Bob Miller did not file for reelection. Separately, and without implying either caused the other: Miller was the subject of a conflict-of-interest complaint over roughly $46,500 in city payments to his wife's afterschool-program contract, which the council referred to the state's political-ethics watchdog in November 2025; the FPPC ultimately took no action against him, and the Yucaipa/Calimesa News Mirror reported him "cleared of all accusations" in July 2026.

A second Yucaipa council seat, District 2, was also up this cycle. Its sole filer, sitting Councilmember and Mayor Chris Venable, drew no opponent; the city's own final notice of ballot nominees (published August 21, 2026) names District 1 candidates only, and District 2 does not appear on the November ballot at all -- consistent with the city appointing an unopposed candidate rather than listing them for a vote, a step it has taken before.

Chelsea Brammer Ramirez

Chelsea Brammer Ramirez is a candidate for Yucaipa's District 1 council seat whose filed ballot designation is "Educator / Judicial Commissioner." Per her own filed candidate statement, she was born and raised in Yucaipa, graduating in Yucaipa High School's first class in 1995, and has worked in her family's business, as a classroom educator, as a San Bernardino County Juvenile Delinquency Prevention Commissioner, and as a Workforce Development Coordinator connecting local students with jobs. Her stated priorities are fully funding law enforcement and public safety, transparent fiscal budgeting, and preserving the city's existing character. Her campaign committee has filed no Form 460 for any period; its only disclosed transaction is a single Form 497 filed August 31, 2026 reporting a $5,900 contribution from the International Brotherhood of Electrical Workers (IBEW) Local 477's political action committee.

Strengths

Multi-generational Yucaipa roots and county-government experience via her Juvenile Delinquency Prevention Commission service, plus budget experience from her Workforce Development Coordinator role.

Trade-offs

No independent news coverage of her was found beyond her own filed statement; with no Form 460 on file, her disclosed fundraising is limited to one large, very recent union PAC contribution.

Keep in mind

A single large institutional contribution arriving this late in the cycle is worth noting as one data point about who is investing in this race, not as a full picture of either candidate's support.

Greg Franklin

Greg Franklin is a candidate for Yucaipa's District 1 council seat whose filed ballot designation is "Retired Financial Officer." Per his own filed candidate statement, he spent nearly 30 years as a City of Yucaipa employee, including as Assistant City Manager, citing balanced budgets delivered annually, national recognition for financial-reporting excellence, and major public facilities completed without external borrowing. His campaign committee's Form 460 for the April-June 2026 period reports $105 in contributions -- two small self-contributions -- against $5.19 in expenditures (bank interest); three later Form 497 late-contribution reports add $3,998 more (two $1,000 gifts and two $999 gifts from four different individual donors between August 4 and August 27, 2026), for roughly $4,103 in total disclosed contributions as of this retrieval.

Strengths

Nearly three decades of direct City of Yucaipa government experience, including as Assistant City Manager -- municipal-finance familiarity distinct from Ramirez's county-level, educational background.

Trade-offs

No independent news coverage of him was found beyond his own filed statement; his tenure as a city employee, while relevant, is not the same as elected accountability to voters.

Keep in mind

A former senior city staffer running for the council overseeing his old department's successors is worth weighing on its own terms -- valuable institutional knowledge, or a closer-than-usual tie to City Hall.
