This person would represent West Sacramento's District 4 on the City Council for a four-year term. West Sacramento, a Yolo County city of about 53,915 residents (2020 Census) incorporated in 1987, elects its four City Council members by district to 4-year terms and its Mayor separately, citywide, also to a 4-year term; the Mayor's seat is not up this cycle. The city runs under a council-manager government, with an appointed City Manager handling day-to-day operations; there is no separately elected City Clerk or City Treasurer.

Incumbent Verna Sulpizio Hull, West Sacramento's Mayor Pro Tem, is seeking another term representing City Council District 4, against challenger Kathy Bailey.

District 4 elects one member to a full 4-year term on West Sacramento's City Council, which also has a directly elected, citywide Mayor not up this cycle. West Sacramento is a Yolo County city of about 53,915 residents (2020 Census), incorporated in 1987 as a consolidation of the communities of Broderick, Bryte, and West Sacramento, governed council-manager style with an appointed City Manager; the city has no separately elected City Clerk or City Treasurer.

Sulpizio Hull was first elected to this seat in November 2022 and was voted in as Mayor Pro Tem by her council colleagues in January 2025; her current term expires in November 2026. Per Yolo County's own certified candidate filing, one challenger qualified: Kathy Bailey, whose committee lists her occupation as "Practice Group Director."

Verna Sulpizio Hull

Verna Sulpizio Hull was elected to the West Sacramento City Council in November 2022 and was voted in as Mayor Pro Tem by her council colleagues in January 2025. Per the city's own biography page, she grew up in West Sacramento and works as an economic-development executive and small-business owner; she has served as president and CEO of the West Sacramento Chamber of Commerce, sits on the Port District Commission and the Yolo Habitat Conservancy, and represents the city on several other regional boards, including the West Sacramento Area Flood Control Agency and the Yolo Subbasin Sustainable Groundwater Agency.

Strengths

Nearly four years on the Council, including a current Mayor Pro Tem role, plus board seats spanning flood control, water, air quality, and economic development.

Trade-offs

As a sitting officeholder, her record draws more scrutiny than a first-time candidate's; no independent news coverage specific to this 2026 campaign was found beyond her official city bio.

Keep in mind

Her Jan.-June 2026 filing shows a $10,378.56 beginning cash balance carried over from her 2022 campaign -- a head start funded before this cycle's filing period even opened -- plus a $500 contribution from a fellow councilmember's own re-election committee.

Kathy Bailey

Kathy Bailey is challenging incumbent Verna Sulpizio Hull for the District 4 seat; Yolo County's own candidate filing lists her occupation as "Practice Group Director." Her campaign committee's own FPPC filings identify several contributors as colleagues at the law firm Singleton Schreiber, and Bailey personally loaned her own committee $10,000 in early August 2026 (see Financial section). No independent news coverage, campaign website, or filed candidate statement describing her platform in her own words was found this pass beyond her FPPC filings.

Strengths

An itemized campaign-finance filing with real contributor detail, plus a $10,000 personal loan to her own campaign -- a concrete sign of financial commitment to the race.

Trade-offs

No campaign website, social-media presence, or news coverage of her platform beyond "Practice Group Director" was found -- unlike her opponent, no biography beyond her filings.

Keep in mind

Several of her itemized contributors list Singleton Schreiber (a law firm) as their employer, from cities as far away as Albuquerque, NM and Forney, TX -- worth noting if a voter is weighing where a candidate's financial support comes from.
