This person holds your district's seat on Vista's 5-member City Council, alongside the citywide-elected mayor: city ordinances, the budget, and land use. A 4-year term.

Incumbent Corinna Contreras faces two challengers, Frank Nuñez and Yolanda Kenniston Alvarez, for Vista City Council, District 1. Whichever candidate receives the most votes on November 3 wins outright; there is no runoff.

This person holds District 1's seat on Vista's 5-member City Council, alongside the citywide-elected mayor: city ordinances, the budget, and land use. District 1 straddles North Santa Fe Avenue, including the Townsite neighborhood -- one of the city's most diverse -- and Guajome Park, a cultural and recreational asset. A 4-year term.

Contreras, first elected in 2018, is seeking a third term; earlier in 2026 she also ran for the 48th Congressional District but did not advance past the primary. Nuñez, a Vista Irrigation District board member, is endorsed by outgoing Mayor John Franklin and by council member Jeff Fox, who represents Vista's District 2 -- an unusual dynamic in which two sitting officeholders have backed a challenger over the district's own incumbent. Contreras is endorsed by the Democratic Club of Vista. Kenniston Alvarez lists no endorsements on her website or in her candidate statement.

Corinna Contreras

Incumbent Corinna Contreras currently represents District 1, first elected in 2018 and now seeking a third term. Her ballot designation is Councilmember/Policy Advocate. Earlier in 2026 she ran for California's 48th Congressional District but did not advance past the June primary. She is endorsed by the Democratic Club of Vista.

Strengths

Two prior terms representing this district, plus a 2026 run for Congress that suggests broader name recognition and political ambition.

Trade-offs

Her Congress run the same year she seeks a third council term may read as divided attention; her filing shows only a $900 personal loan, the thinnest fund of the three.

Frank Nuñez

Frank Nuñez is a sales manager for Valley, a Los Angeles-based fruit and produce wholesaler, and owns a local video production business. He serves on the Vista Irrigation District's board of directors. He is endorsed by outgoing Mayor John Franklin and by council member Jeff Fox, who represents Vista's District 2. His most recent campaign filing shows a $14,082 cash balance as of June 30, 2026, the largest of the three candidates in this race.

Strengths

A sitting seat on a public water-district board -- direct governance experience -- plus the largest fund here and endorsements from two sitting city officeholders.

Trade-offs

No prior city council experience; his water-district role and his own businesses are a different kind of public exposure than council service itself.

Yolanda Kenniston Alvarez

Yolanda Kenniston Alvarez lists work with the League of United Latin American Citizens and Head Start among her areas of civic engagement during 40 years living in Vista. Her county ballot filing carries no occupational designation. Her most recent campaign filing shows $308 on hand as of June 30, 2026. She lists no endorsements on her website or in her candidate statement.

Strengths

Four decades of residency in the district and long-running civic and volunteer involvement with LULAC and Head Start.

Trade-offs
