## On the ballot

- **Kevin Kiley** — United States Representative · No Party Preference
- **Richard Pan** — Doctor/Health Advocate · Democratic

One of the closest congressional contests on this ballot: Kevin Kiley, running with no party preference, took 24.3% of the June 2 vote and Democrat Richard Pan took 23.2% — a gap of 1.1 points in a crowded field. Kiley currently represents District 3; under Prop 50 the lines were redrawn and he is running here in District 6, while District 3's current candidate field includes the member who represents District 6 today. The district covers part of Sacramento County and the northern foothills.

The winner holds one of 435 seats in the U.S. House for a two-year term. A member introduces bills, sits on committees that shape federal legislation, votes on the federal budget and on war powers, and handles casework between constituents and federal agencies. Seniority travels with a member who changes districts, even though the constituents do not.

Two things make this race unusual. A sitting member of Congress is on the ballot with no party preference, which means neither caucus is guaranteed his vote and neither party's machinery is fully behind him. And redistricting moved him here from a district he currently represents, so these voters are being asked to elect someone who is not their present representative. Weigh federal experience against both of those facts, and note the margin is barely a point.

## Kevin Kiley

Kevin Kiley is a sitting member of Congress who currently represents California's 3rd District. He was first elected in 2022 (House.gov). He has broken from the Republican caucus and now serves with no party preference. He has called for procedural changes that would let independent members hold full committee assignments, saying this would "restore the historical practice, which was changed in the 1970s" (House.gov). He has also introduced H.R. 6402, an AI safety bill aimed at funding research into safe AI development (House.gov).

Kiley says he will not caucus with Republicans again if he is reelected. In September 2026, 314 Action Fund, a political action committee backing his opponent Richard Pan, aired a TV ad titled "Duck" on Sacramento's KXTV. It argued that "if it walks like a duck, it's a duck" and called Kiley "Trump's MAGA champion," citing a 2022 endorsement from President Trump (The Desk). Kiley's campaign sent the station a cease-and-desist letter. It argued the ad's claim that "President Donald Trump has endorsed Kiley in this race" was false, because the endorsement dated to 2022, not the current race (The Desk).

Kiley promises to keep pushing his AI safety legislation, protect Head Start funding for families, and support continued access to mail-in voting for Californians (House.gov). He says independent members of Congress should have the same committee standing as members of either party (House.gov).

**Strengths:** Three-plus years in Congress, an AI safety bill he introduced, and committee seniority most challengers in this race cannot match.

**Trade-offs:** He is defending a seat in a district he doesn't currently represent, and is already fighting over ads about his old party ties.

**Keep in mind:** A sitting member of Congress with no party preference on the ballot is unusual. Whether his break from the GOP holds after the election is for voters to judge.

## Richard Pan

Richard Pan, a Sacramento pediatrician, served in the California Assembly and then the State Senate for more than a decade. His former Senate district covered roughly 70% of the new Congressional District 6 (CapRadio). He ran unsuccessfully for Sacramento mayor in 2024 (CapRadio). He credits his legislative work with extending health coverage to "4 million more Californians." He also points to a law letting the state contract for its own drug production, which he says dropped the price of insulin to "11 dollars in the State of California now when it was over 100 dollars before" (CapRadio).

Pan says "we need better representation in Congress" (CapRadio). A measles outbreak connected to Disneyland hit in 2015. After that, he authored the state law requiring vaccination for school enrollment. He says "we've not had a measles outbreak that large since 2015, even though there's large outbreaks across the country" (CapRadio).

Pan promises to fight rollbacks of health coverage programs, push for congressional accountability toward the executive branch, and focus on the cost of living for working families "across party lines" (CapRadio).

**Strengths:** A pediatrician and former legislator who authored the state's school vaccination law and says his work helped millions more Californians get health coverage.

**Trade-offs:** He left elected office in 2022, lost a 2024 run for Sacramento mayor, and has no vote in Congress to judge him on.

**Keep in mind:** He says the district needs better representation in Congress. What's documented here is his record as a state legislator, not as a member of Congress.
