Mike Levin is the Democratic representative for California's 49th District. He has held the seat since 2019. Before Congress he was a lawyer who worked on clean energy and environmental cases. In the House he has focused on veterans' issues. He chaired a subcommittee on veterans' education and jobs for four years.
He says he is committed to putting people ahead of politics in Washington. In August 2026 he voted to keep U.S. funding for Israel's war in Gaza in place, one of three San Diego Democrats in Congress who voted that way while a fourth voted to cut it. He holds regular town halls to hear from constituents.
He promises to keep working on clean energy, water quality and coastal erosion along the district's coastline. He also lists nuclear waste storage at San Onofre, infrastructure and public safety among his priorities.
Armen Kurdian
Armen Kurdian is a retired U.S. Navy captain with 25 years of service. He has worked as a systems engineer for the Navy and as a national security commentator on Fox News. He ran for Vista City Council in 2022 and lost by a small margin, and he was elected to the Republican Party's local Central Committee in 2024.
He says he wants to bring the discipline he used in the Navy to fixing California's problems. He entered this race at the candidate filing deadline, switching from a state Senate run after another Republican candidate left the contest. He said the timing was not planned, and that he would run wherever he was needed most.
He promises to lower the cost of living by cutting wasteful government spending. He wants to bring down utility bills and keep power reliable. He also promises to attract good jobs to Southern California and cut regulations on small businesses.
