## On the ballot

- **Pedro Antonio Casas** — No Ballot Designation · Republican
- **Hilda Solis** — County Supervisor · Democratic

This is an open seat. Democrat Hilda Solis led the June 2 primary with 47.6% and Republican Pedro Antonio Casas took 35.8%. The district covers part of the San Gabriel Valley and east Los Angeles County.

The winner holds one of 435 seats in the U.S. House for a two-year term. A member introduces bills, sits on committees that shape federal legislation, votes on the federal budget and on war powers, and handles casework between constituents and federal agencies. Because this seat is open, whoever wins starts at the bottom of the seniority ladder.

Neither candidate currently holds state or federal legislative office, so there is no such record on either side to compare. The gap in resources is close to total — more than $1 million against no reported funding. Weigh what each candidate has been able to make public, and note the leading candidate fell just short of a majority.

## Hilda Solis

Hilda Solis chairs the Los Angeles County Board of Supervisors, representing the First District, which runs from East Los Angeles through the San Gabriel Valley, since 2014. She previously served four years as U.S. Secretary of Labor under President Obama (2009-2013), becoming the first Latina to lead a federal executive department, and eight years in Congress representing the 31st and 32nd Districts (2001-2009). In 2000 she became the first woman to receive the John F. Kennedy Profile in Courage Award, for authoring one of the nation's first environmental justice laws (dol.gov).

She says she is running for Congress because "the working people of Southern California are under assault by the Trump Administration" and she wants to "fight for the people and democracy" (campaign site). After a major fire at a Lineage Logistics warehouse in Boyle Heights this year, her office directed public health outreach to more than 700 nearby homes, convened county departments on recovery, and opposed the company's permit application to rebuild (lacounty supervisor site).

She promises to keep working on environmental justice, health care access, affordable housing and homelessness, and points to Measure H, the county's homelessness funding measure, which she says raises about 355 million dollars a year (campaign site). Her campaign also lists jobs, a shift from punishment to support in public safety, and equitable transit as priorities, citing her role as Metro Board chair.

**Strengths:** Eight years in Congress, four as U.S. Secretary of Labor, and over a decade on the county board, with a documented response to a major warehouse fire in her district this year.

**Trade-offs:** Her congressional run rests on a federal office she has not held in more than 15 years, and on Prop 50's new lines rather than a district she has represented before.

**Keep in mind:** She led the June primary just short of a majority. Her record spans federal, cabinet and county government, unusually broad experience to weigh against a brand-new set of district lines.

## Pedro Antonio Casas

Dr. Pedro "Antonio" Casas is a retired U.S. Army colonel with more than 29 years of military service, including three combat deployments and experience as a wartime commander (campaign site). They hold a Ph.D. and work as a clinical, forensic and aero-medical psychologist. A native of Baldwin Park, inside the district, they describe themselves as "the only candidate, regardless of political party" who was born and raised in the heart of the 38th District (campaign site).

Casas says they are "motivated by a deep-seated desire to lead and serve the residents of the 38th Congressional District," adding that they "never imagined my hometown or the 38th District could deteriorate further" (campaign site). They have not held elected office, so their record is their military and clinical career rather than any vote or bill.

Casas promises to fight fentanyl trafficking across the southern border, which they say "claims 300 Americans daily," and to secure the border as part of immigration reform (campaign site). They also promise tax cuts and eased business regulation against inflation, higher proficiency in schools, accountability for offenders and crime victims, and a rule that, as their site puts it, ensures "biological males only compete against their counterparts" in athletics.

**Strengths:** A long military and clinical career and deep roots in the district, with a specific account of local decline driving their campaign.

**Trade-offs:** No record in office to judge; coverage of this race carries little beyond the candidate's own materials.

**Keep in mind:** Their platform is unusually detailed for a first-time candidate with little outside coverage, covering fentanyl, immigration, education and sports policy. Weighing that against no independent verification is the call this profile leaves to you.

## Record in office

## Review notes

- Casas for Congress and Hilda Solis for Congress may have more bias because they are advocacy voter guides compared to other formal government and nonprofit journalism sources.
