United States Representative, District 18

Zoe Lofgren has represented this district in Congress since 1995. That makes her one of the longest serving members from California. She is the top Democrat on the House Science, Space and Technology Committee. Before Congress, she worked as an immigration lawyer and taught immigration law.

She says she has dedicated her career to fighting for the district's communities. In 2026, she sent a letter to the White House. It called for the removal of a scientist from a federal climate research program, over his record on climate science.

She promises to keep expanding access to health care. She wants to update immigration law and push for cybersecurity rules that do not invade personal privacy. She also wants to keep Silicon Valley's voice strong in Washington on tech policy.

Shane Lewis is a Marine Corps veteran who has lived in San Jose for 28 years. After the Marines, he led worship at a San Jose church and ran a music teaching business. He now works as an electrical test engineer for medical device companies.

He says his goal is to earn voters' trust and keep earning it after he is elected. He has not held elected office before. So there is no voting record to judge him on. What we know comes mostly from his own campaign.

He promises a flat tax of about 7 percent on wages. He says that would cut many families' federal tax bills roughly in half. He also wants more local control over schools and immigration enforcement, and a bigger farm worker visa program.
