On the ballot

This person would hold one of Truckee's Town Council seats for a 4-year term: town ordinances, the budget, and land use, plus overseeing the town manager who runs day-to-day government. Truckee (incorporated 1993) is a general-law town under a council-manager government; the five-member Council selects its own Mayor and Vice Mayor from among its own members each year rather than voters directly electing a Mayor -- there's no separate 'Mayor of Truckee' contest on this ballot.

Exactly three candidates filed for Truckee's three open Town Council seats this cycle: incumbents Anna Klovstad and David Polivy, plus non-incumbent Jason Toups. With as many candidates as seats, all three are effectively assured election; your vote here does not change who takes office.

Although this race is effectively decided, whoever holds these three seats will vote on Truckee's budget, land-use and housing decisions, and how the town spends its Measure T wildfire-mitigation parcel-tax revenue over the next four years.

Truckee is a general-law town (incorporated 1993) under a council-manager government. The five-member Town Council selects its own Mayor and Vice Mayor from among its own members each year -- Klovstad currently holds the Mayor title, Courtney Henderson is Vice Mayor -- rather than voters directly electing a Mayor, which is why there's no separate 'Mayor of Truckee' contest on this ballot. Three seats are up this cycle rather than the usual staggered two or three because three of the five sitting members (Klovstad, Polivy, and Jan Zabriskie) all held terms expiring in 2026; Zabriskie did not refile for reelection, opening that seat to Toups.

Anna Klovstad

Anna Klovstad is the incumbent Mayor of Truckee, first elected to the Town Council in 2018 and seeking a new 4-year term. She is Director of Facilities, Maintenance, and Operations for the Tahoe Truckee Unified School District, overseeing nearly one million square feet of facilities across 14 sites, and previously managed TTUSD's state- and federal-award-winning sustainability program. In 2021 she helped create the Climate Transformation Alliance, a regional public-private partnership working toward carbon neutrality in the North Tahoe-Truckee region by 2045. She holds an Architecture degree from Cal Poly San Luis Obispo and is a Certified Construction Manager and Certified Energy Manager. She and her husband have lived in Truckee since 1997.

Strengths

David Polivy

David (Dave) Polivy is the incumbent Truckee Town Council Member seeking a new 4-year term. He is co-owner of Tahoe Mountain Sports, a specialty outdoor retailer he started as an e-commerce operation before opening a storefront in Kings Beach after moving to Truckee in 2001 following a Geosciences degree from Skidmore College. He previously served on the Truckee Planning Commission and the North Tahoe Business Association board, and has held state and national positions with the Outdoor Industry Association.

Strengths

Brings small-business ownership and prior Truckee Planning Commission service directly relevant to the land-use decisions this seat makes.

Jason Toups

Jason Toups is a non-incumbent candidate for Truckee Town Council, running for the seat opened when incumbent Jan Zabriskie did not seek reelection. He chairs the Truckee Planning Commission, serves on the board of the Truckee Rotary Club, and is an organizer for Truckee Pride. He got his start in local civic life through the Truckee River Revitalization Steering Committee and later led voter outreach for the successful Measure G campaign that funded a new Truckee Library, personally speaking with more than 1,000 Truckee voters in the process. He says that if elected, he would be the first openly gay and Asian American member of the Council. In a Sierra Sun candidate Q&A, he named affordability as his central campaign focus, and called for expanding the town's Lease to Locals program (which converts second homes into long-term local rentals), pressing state insurers for rate credit tied to Truckee's Measure T wildfire-mitigation funding, and supporting the town's new Economic Vitality Strategic Plan to reduce reliance on tourism's boom-and-bust cycle.

Strengths

The only candidate with a dated public platform: he told the Sierra Sun his top priority is affordability, from housing to utility and garbage costs, plus expanding Lease to Locals.
