## On the ballot

- **Mike Netter** — Small Business Owner · Republican
- **Susan Rubio** — State Senator/Teacher · Democratic · Incumbent

Senator Susan Rubio took 62.3% of the June 2 vote and Republican Mike Netter took 34.6% to claim the second slot. The district covers the San Gabriel Valley.

The winner holds one of 40 State Senate seats for a four-year term, inside a 12-year lifetime cap on service in Sacramento. Senate districts are twice the size of Assembly districts, terms run twice as long, and the Senate confirms the Governor's appointments. A four-year term means the winner will not face voters again until 2030.

The incumbent authored 35 bills and had 6 signed into law, a modest return, on a campaign of more than $1.1 million with no small-donor total reported at all. Her opponent raised under $13,000. The practical question here is what this district is getting from a safe seat over four years.

## Susan Rubio

Susan Rubio taught public school for two decades in the Baldwin Park and Monrovia districts before serving 13 years on the Baldwin Park City Council (senate biography). She was elected to the State Senate in 2018 and reelected in 2022; she now chairs the Senate Insurance Committee and the San Gabriel Valley Caucus, and has authored bills spanning domestic violence law, housing finance and insurance regulation.

In April 2016, Rubio obtained a temporary restraining order against her then-husband, Assemblymember Roger Hernandez, saying he had been "pushing, shoving, hitting and choking" her since early in their marriage and had approached her aggressively after a divorce hearing, leaving her "frozen and not able to react" (CBS Los Angeles). She later authored SB 273, extending the statute of limitations for prosecuting domestic violence cases from three to eight years when new evidence such as photos or messages surfaces. "When my story broke, so many women decided that they wanted to tell their stories to me, hundreds of them," she said (CalMatters); she says survivors need time to "overcome" trauma before they are ready to come forward.

Rubio's campaign lists continued work on domestic violence protections, health care access and the San Gabriel Valley Regional Housing Trust, which she helped establish to fund affordable units for seniors, veterans and low-income families (senate biography).

**Strengths:** A decade of legislative experience, committee leadership, and a domestic violence law she authored out of her own documented experience.

**Trade-offs:** Some of her recent bills, including a wildfire mitigation proposal, were vetoed rather than signed into law.

**Keep in mind:** The restraining order and the law it inspired are a decade of public record now; weighing that history against her current platform is a call this profile leaves to you.

## Mike Netter

Mike Netter is a small-business owner in the San Gabriel Valley and a first-time candidate for office. He was a lead organizer of the 2021 campaign to recall Governor Gavin Newsom, which gathered enough signatures to force a statewide recall election that year (California Globe).

"I'm running for office because I don't like corruption," Netter has said, arguing that incumbents avoid difficult votes out of fear of losing reelection, which he calls "a despicable disease" (California Globe). He has not held elected office, and there is no legislative or judicial record to weigh beyond his role organizing the recall.

He promises to cut state income taxes by 28 percent for people earning 150,000 dollars or less, reduce the volume of new business regulation Sacramento passes each year, and improve wildfire and disaster preparedness. He also calls for eliminating permanent mail ballots and adding voter-validation steps to elections (campaign site).

**Strengths:** A first-time candidate with a documented role in a major statewide campaign, running on lower taxes and less regulation for small business.

**Trade-offs:** No record in elected office, and a platform built on broad promises like a large tax cut without detail on how the state would pay for it.

**Keep in mind:** Coverage of Netter centers on the 2021 recall and his own campaign materials; independent reporting on him beyond that is thin.

Figures are CA Form 460 filings through June 30, 2026 by committees controlled by each candidate, and can include transfers from a candidate's earlier committees. Semi-annual reports covering January–June 2026 were due July 31, 2026, so some totals lag a period behind. Per the California Secretary of State's Cal-Access raw data export, retrieved 2026-09-21.

Total is itemized (Schedule A) contributions and self-funding loans dated after the June 2, 2026 primary, through June 30, 2026 — small-dollar unitemized (under $100) contributions aren't independently dated in Cal-Access's raw export, so they aren't reflected here and this may undercount true small-donor activity since the primary. This also doesn't include money reported only on 24-hour late-contribution reports (Form 497) that haven't yet appeared in a periodic Form 460 filing.
