A Salvadoran immigrant and 30-year South San Francisco resident, appointed to the council in January 2021 to fill a vacancy left by Karyl Matsumoto and elected to a full term in November 2022 -- confirmed independently by Wikipedia and by his own campaign site. He served as the council-rotation Mayor in 2025 and holds an MBA from UC Berkeley's Goldman School. His filed ballot designation, "South San Francisco Councilmember, District 5," is itself confirmation of his incumbency, since California election law only permits a ballot designation naming a current elected office if it's accurate. His campaign cites hazard pay for grocery and retail workers and gift-card support for small businesses enacted during his term, guaranteed-basic-income advocacy, and youth investment including the $27.3 million Orange Clubhouse Complex.
