On the ballot

This person holds the District 1 seat on Sonoma's 5-member City Council, a council-manager government: the Council sets policy and budget and selects one of its own members to serve as Mayor. A 4-year term, to 2030. This is the city's first election under a new district-based system adopted in 2025; Districts 1, 3, and 5 are up this cycle, with Districts 2 and 4 following in 2028.

Three candidates -- Michael Menefee, Julian Mackie, and Peggy Hutton -- are running for Sonoma's District 1 City Council seat on November 3, 2026, the first contested race under the city's brand-new district election system.

This is the only Sonoma City Council seat actually on the November ballot. Two other seats were up this cycle -- Districts 3 and 5 -- but each drew only its sitting councilmember as a candidate, so the City Council cancelled both elections under state law and appointed Councilmembers John Gurney (District 3) and Ron Wellander (District 5) to new terms instead; neither appears on any ballot. There's also no Mayor, City Clerk, or City Treasurer race: Sonoma is a council-manager city, so the five-member Council picks one of its own to serve as Mayor, and the Clerk and Treasurer are appointed staff jobs, not elected ones.

The winner serves a 4-year term, through 2030, on a Council that sets city policy and budget and hires a City Manager to run day-to-day operations. This is also the first Council election Sonoma has ever run by district rather than citywide at-large -- the boundaries were adopted in 2025 -- so District 1's roughly one-fifth of the city is choosing its own dedicated representative for the first time.

Michael L. Menefee

Michael L. Menefee is a retired firefighter paramedic who has lived in Sonoma since 1972 -- 55 years. He's the son of a California State Parks ranger and has watched the city change across more than five decades. He's running on historic preservation and metered, sustainable growth, and has been publicly opposed to a proposed redevelopment of the General's Daughter, a historic West Spain Street landmark, and adjacent properties nearby.

Strengths

Longer local roots than any other candidate in this race: five and a half decades in Sonoma, plus a concrete record of engaging on one of District 1's live land-use fights.

Trade-offs

No prior elected or appointed public office surfaced in this pass, so voters have his community involvement to go on rather than a governing track record.

Keep in mind

His preservation-and-slow-growth framing puts him in likely tension with any council votes on higher-density or faster-timeline development in the district.

Julian Mackie

Julian Mackie, 33, is Executive Director of Sonoma Valley Commons, a local affordable-housing nonprofit. He holds a Philosophy & Public Affairs degree with honors from Claremont McKenna College and a Master's in Public Affairs from UC Berkeley's Goldman School of Public Policy, and spent his career before Sonoma Valley Commons at Deloitte, Autodesk, and Keysight, then four years at the online learning platform Coursera through its 2020 public offering, followed by a venture later acquired by Handshake. He and his fiancee recently bought a home in District 1. His platform centers on housing affordability, childcare access, energy costs, and wildfire and climate resilience.

Strengths

A day job running a local affordable-housing nonprofit gives him direct, current experience on what's likely the district's central policy fight, plus a consulting-to-tech résumé.

Trade-offs

He's a newer District 1 homeowner and first-time candidate, without Menefee's decades of local history or any prior elected experience.

Keep in mind

His own framing -- "the next generation" having a seat at the table -- makes generational change part of his pitch as much as any specific policy.

Peggy Hutton

Peggy Hutton qualified for the ballot on August 7, 2026, the final day of the nomination window, with a "Business Owner" ballot designation. No independent news profile of her background, business, or platform surfaced in this pass -- the Sonoma Index-Tribune's own candidate roundup reported it could not reach her for comment ahead of publication.

The least public information of the three District 1 candidates -- no news profile, campaign platform, or public comment surfaced here, versus detailed coverage of both opponents.

Keep in mind

This gap reflects what a subscriber-gated local paper and independent searches turned up in this pass, not anything about Hutton's actual qualifications -- voters who want more should look for her ballot statement or reach out directly.

Why aren't Districts 3 and 5 on the ballot?

Sonoma's shift to district elections put three seats up this cycle -- 1, 3, and 5 -- but only District 1 drew more than one candidate. Districts 3 and 5 each drew just their sitting councilmember, John Gurney and Ron Wellander respectively, so under California Elections Code Section 10229 the City Council voted on August 19, 2026 to cancel both elections and appoint them to new terms instead, rather than print single-name ballot lines. State law treats an appointment made this way as equivalent to being elected -- Gurney and Wellander take office the same as if they'd run unopposed and won.
