Dee Dee Cavanaugh was appointed Mayor in January 2025, after Fred Thomas died suddenly. She now seeks a full term against four challengers. They are Mike Judge, Kareem Jubran, Robert Clarizio, and Wayne Hampton Holland III.

An appointed City Manager runs day-to-day operations under the city's council-manager government. The term is two years, and the office is elected citywide (at-large) rather than by district, unlike the four district Council seats.

Mayor Fred Thomas died unexpectedly in his sleep on Jan. 21, 2025, at age 67, just months after winning re-election. The City Council appointed Cavanaugh, then the District 1 Council Member, to serve the remainder of his term, effective Jan. 27, 2025. That appointment is why this seat reads as "Appointed Incumbent" rather than simply "Incumbent" on the ballot -- and why District 1, Cavanaugh's former seat, is also on this cycle's ballot as a short-term contest.

Dee Dee Cavanaugh

Dee Dee Cavanaugh is a Senior Vice President and Regional Administrator at Banc of California. She was first elected to the City Council in 2016. She became Mayor in January 2025.

Mike Judge

Mike Judge holds the District 2 Council seat. He is running for Mayor rather than for that seat again. He is a retired Los Angeles Police officer. He served 31 years.

Kareem Jubran

Kareem Jubran is an engineer. He is a trustee of the Simi Valley Unified School District. He has held that seat since 2018. He was Board President in 2021.

Robert Clarizio

Robert Clarizio is a communications technology consultant. He is a Simi Valley native. He ran for Mayor in 2022 and again in 2024. He placed third with 3,098 votes.

Wayne Hampton Holland, III

Wayne Hampton Holland III has a ballot title of Broadway Producer and Financier. They ran for Mayor in 2022 and again in 2024. They placed fourth with 3,062 votes.
