Shasta Lake, a Shasta County general-law city of about 10,371 residents (2020 Census) just north of Redding, elects a 5-member Council entirely at large. The city's own materials describe the Council as "four City Council members and the Mayor," but Shasta County's own certified ballot documents place all five seats -- current Mayor Justin Jones included -- under a single office, "Shasta Lake City Council"; the Mayor title is held by one of the five at-large winners rather than elected on its own ballot line. Two of the five seats are up this November.

Three candidates are running for two at-large seats on the Shasta Lake City Council: incumbents Justin Jones (the sitting Mayor) and Pamelyn Morgan, and challenger Dolores Lucero, a former Council member. The top two vote-getters win.

Justin Jones is a sitting Council Member who currently holds the Mayor title, seeking re-election to another 4-year term. No dedicated 2026 campaign profile was found. What is on the record: at an Oct. 15, 2024 Council meeting covered by Shasta Scout, Jones asked the City Attorney whether he could be held personally liable for supporting a resolution censuring a fellow Council member, then joined that member in dissenting from the censure, one of two "no" votes on the five-member Council.

What is on the record: at the same Oct. 15, 2024 Council meeting, Morgan spoke in support of censuring fellow Council member Greg Watkins over a campaign email he'd sent to city staff, telling him, "That's a typical Greg Watkins thing ... male chauvinist that he is," after Watkins had thanked Jones for "being a common-sense man."

Dolores Lucero

Dolores Lucero is a former Shasta Lake Council member running to return to the body that recalled her. Two contemporaneous 2014 KRCR News reports say a jury convicted her of felony election fraud on July 10, 2014 -- obtaining signatures on declarations that falsely accused a local chiropractor of illegally collecting petition signatures, with several signers testifying they hadn't read what they signed -- and that she was sentenced to 30 days in jail, three years' probation, and 30 days of community service. She ran again for this same Council in 2024 and lost, and separately ran unsuccessfully that year for the Shasta County Board of Education, describing herself in a Shasta Scout interview as the owner of a one-person investigative business, "Shasta County Watchdog," that she said she ran and funded entirely on her own.
