This person would hold one of three at-large seats up this cycle on the Saratoga City Council, a 5-member body governing this Santa Clara County city of about 31,000: city ordinances, the budget, and land use, alongside the two Council seats not up this cycle. A 4-year term. The Council selects one of its own members to serve as Mayor; day-to-day operations run through an appointed City Manager.

Four candidates are running for Saratoga's three open, at-large City Council seats on the November 3, 2026 ballot; none is a sitting incumbent. Vote for up to three: the three highest vote-getters win the open seats -- there is no primary or runoff.

This person would hold one of three at-large seats on Saratoga's five-member City Council: city ordinances, the budget, and land use in this Santa Clara County city of about 31,000, alongside the two Council seats not up this cycle. The three seats up this cycle are the ones held by Mayor Chuck Page and Council Members Belal Aftab and Yan Zhao, each elected in November 2022 to four-year terms expiring this December. Aftab and Zhao did not seek nomination papers for reelection. Page was issued nomination papers as of the city's own Aug. 3, 2026 notice, but does not appear among the four candidates who ultimately qualified -- the nomination period was extended five days, to Aug. 12, specifically because no incumbent had qualified by the original Aug. 7 deadline. Two other prospective candidates named in that same Aug. 3 notice, Badri Sridharan and Jojo Choi, also do not appear on the final qualified list. Neither the city's Notice of Offices and Nominations nor its Elections page states why any of the three did not complete filing; this dataset documents the discrepancy rather than guessing at a reason. The other two Council seats (Vice Mayor Tina Walia and Council Member Kookie Fitzsimmons) aren't up until a later cycle.

Glenn K. Hendricks

Glenn K. Hendricks was the last of the four candidates to qualify for the ballot, during the five-day extension triggered when no incumbent had filed by the original Aug. 7, 2026 deadline; he qualified Aug. 12. In the weeks before filing, he was a recurring public-comment speaker at Saratoga City Council meetings on the city's finances -- addressing the mid-year budget update, the FY2026-27 Capital Improvement Program, pension funding strategies, and the City Manager recruitment process, among other fiscal items, at both the Jan. 27 and Feb. 4, 2026 meetings. No campaign website, published candidate statement, or news profile could be located for him in this pass, so no occupation or platform beyond what the city's own meeting records document is stated here.

Ping Li

Ping Li has lived in Saratoga for 22 years and raised her two sons through the city's public schools. She chairs the Planning Commission for a second term after more than four years on it, served eight years on the Parks & Recreation Commission -- where she says she started the "Let's Work, Saratoga!" program to clean up parks and remove invasive plants -- and has more than four years on the Trail Committee. She is a director on the Saratoga Historical Foundation's board and has been a docent naturalist with the Midpeninsula Open Space District since 2018. Her platform centers on public safety and fiscal responsibility, including protecting seniors from scams; housing policy she describes as pairing objective design standards with "practical and creative" affordable-housing solutions; wildfire preparedness and Firewise neighborhoods; and traffic-calming near schools. Her campaign committee's FPPC filer number is 1491891.

Strengths

The field's most extensive city-commission record -- Planning Commission chair, eight years on Parks & Recreation, and four-plus years on the Trail Committee -- covering land use and parks directly.

Bill Dalton

Bill Dalton and his family have lived in Saratoga for more than 40 years. He previously ran for the same three at-large Council seats in 2022, in a five-candidate field that also included Belal Aftab, Chuck Page, Priya Shastri, and Yan Zhao -- since Aftab, Page, and Zhao are the same three incumbents whose seats are up again this cycle, he was not one of that race's three winners. In the months before filing for 2026, he was a recurring public-comment speaker at Saratoga City Council meetings on fiscal and public-safety topics, including the city's Flock license-plate-camera program, pension funding strategies, and the FY2026-27 Capital Improvement Program. On his campaign's Facebook page, he says he wants Saratoga to "keep its charm and heritage while supporting successful businesses" and describes wanting to "minimize the impact of high-density housing on neighborhoods resulting from" state housing mandates, naming SB-9 and the state's RHNA allocation process specifically.

Strengths

A second run for the same seats gives him more of a track record than a first-time candidate, and a documented pattern of following city budget and public-safety items closely before filing.

Jeri Bromley started at the Santa Clara Valley Transportation Authority as a facilities worker and worked her way up to Parts Foreperson, helping manage the teams and systems that keep VTA's buses and light rail running. She has also held Treasurer, Political Director, and Executive Board Member roles with ATU Local 265, the transit workers' union, including leading its political-advocacy committee on behalf of more than 2,000 current and former transit workers. She describes herself as a single mother for most of her life. Her platform centers on housing she describes as meeting state obligations while respecting neighborhood character and involving residents in planning decisions; sustainability and climate preparedness, including readiness for heat, drought, wildfire, and flooding; a more accessible and transparent city government; and public safety built around emergency preparedness, wildfire readiness, and safe streets.

Strengths

A specific, verifiable career history -- a named employer (VTA) and named union local and offices held (ATU Local 265) -- more concrete than a general "community advocate" self-description.
