On the ballot

This person holds your district's seat on Pomona's 6-member City Council: city ordinances, the budget, and land use, alongside the directly elected Mayor. A 4-year term.

No candidate cleared a majority in the June 2 primary, so the two leading finishers face off on November 3: incumbent Councilmember Victor Preciado, who led with about 45% of the vote, against challenger Jacky Elizalde, who took about 33%. It's a rematch — the same two ran against each other for this seat in 2018, when Preciado won.

The winner serves a 4-year term as one of six district councilmembers on Pomona's City Council, voting on the citywide budget, land-use and zoning decisions, and city ordinances alongside the directly elected Mayor. Pomona's Charter requires a majority to win outright in the primary; short of that, the top two advance to November, which is why this seat — and not the city's other two council seats also on June's ballot — is on your November ballot.

With an eight-year incumbent on the ballot, the choice is a referendum on his record: continue the district projects and park upgrades Preciado points to, or hand the seat to Elizalde, who argues her multi-level government background — city, county, and federal — is what the district needs next.

Victor Preciado

Victor Preciado is Pomona's incumbent District 2 councilmember, first elected in 2018 and re-elected in 2022; he also coaches football at Garey High School. He is running on continued park revitalization, street and alley repairs, and youth mentorship. He led the June primary field with about 45% of the vote.

Strengths

Eight years of District 2 incumbency with a specific project list — every park in the district revitalized, a new skate park, and named street repaving — plus a seat on the Foothill Transit board.

Trade-offs

Eight years in office means the district's current pace of park and street work is his to defend, not promise, and he is the incumbent in a rematch of a race he already won once.

Keep in mind

He immigrated to Pomona from Guadalajara, Mexico at eight months old and is a cancer survivor (diagnosed at 19) — biographical facts from his own campaign site, offered as background rather than a claim about the office.

Jacky Elizalde

Jacky Elizalde is a longtime Pomona resident and challenger for the District 2 seat, with a decade-plus on city commissions, a current seat on Mt. San Antonio College's Citizens Oversight Committee, and prior work as a district representative for a member of Congress. She is running on affordable housing, public safety, and expanding after-school programs. She finished second in the June primary with about 33% of the vote.

Strengths

More than a decade of city-commission service plus federal-office experience as a congressional district representative — a government résumé spanning city, county, and federal levels.

Trade-offs

Her case rests on committee and staff-level government experience rather than elected office — a candidate who has worked inside government, not yet run a piece of it.

Keep in mind

This is her second run for this seat — she lost to Preciado for the same District 2 seat in the November 2018 general election.
