This person holds one of two at-large seats up this cycle on Pico Rivera's 5-member City Council: city ordinances, the budget, and land use. A 4-year term. The council doesn't elect its mayor directly -- members choose one of their own to preside, on a rotating basis, and day-to-day operations run through an appointed city manager.

Three candidates are running for two at-large seats on Pico Rivera's City Council: incumbents Gustavo V. Camacho and John R. Garcia against a single challenger, repeat candidate Genaro Moreno. Vote for up to two — no primary, no runoff.

Council seats carry 4-year terms, staggered so either two or three seats are up each cycle — this year it's two, both held since Camacho and Garcia won them in November 2022. Winners join three sitting councilmembers not up this cycle — Mayor Pro Tem Dr. Monica Sánchez, Andrew C. Lara, and Erik Lutz — to make five votes on the city budget, ordinances, and land use; the council then selects one of its own to serve as the rotating Mayor, a role Camacho currently holds, and day-to-day operations run through an appointed city manager.

With no ballot measure or documented citywide controversy defining this race, the practical choice is about council continuity: keep both incumbents in place for another term, or open one of the two seats to a challenger already familiar to voters from his last run. Neither incumbent faces any independently reported dispute this cycle, and no campaign-finance filings were found for any of the three, so there's little public record here beyond who has already served and who hasn't.

Gustavo V. Camacho

Gustavo V. Camacho is the incumbent, a sitting councilmember reelected in November 2022 who now serves as Pico Rivera's rotating Mayor. He's running for another 4-year term on the council. The Whittier Daily News reported his selection as the council's 2026 Mayor in December 2025, alongside Councilmember Monica Sánchez as Mayor Pro Tem.

Strengths

Sitting Mayor under the council's rotating system, plus a full first term already served heading into this reelection bid.

Independent 2022 coverage described him as a planning commissioner making his first bid for elected office, in a field that also included then-incumbent Raul Elias, who lost his seat that year.

Genaro Moreno

Genaro Moreno is a challenger, a police officer and licensed real estate agent making his second run for the Pico Rivera City Council. He's campaigning again after finishing short of a seat in the November 2024 general election. The Whittier Daily News's 2024 candidate questionnaire listed his job title as 'Police officer / Realtor / Animal Advocate,' and he announced this 2026 campaign on social media in mid-August.

Strengths

A repeat candidate with real name recognition from his 2024 run, plus a law-enforcement and real-estate background outside city hall.

Trade-offs

Finished short of a council seat in November 2024, and no independent reporting or endorsement beyond his own social media confirms momentum this time.
