Ontario City Council, District 3

This person would hold one of Ontario's four district seats on the City Council. Ontario also has a separately elected Mayor. They vote on city ordinances, the budget, and land use. An appointed City Manager handles day to day operations. The term is four years. Terms are staggered, so only two districts are up in any November. Districts 2 and 3 are up this cycle. Districts 1 and 4 are up in 2028.

Alan Wapner has been on the Ontario City Council for more than 30 years. He faces three challengers for the District 3 seat on the November 3, 2026 ballot. They are D'Andre Lampkin, Michael Rios, and Larry Trinidad. The top vote getter wins outright. There is no primary or runoff.

This person would hold District 3's seat on Ontario's 4-member City Council. Council members are elected by district. The Mayor is elected on their own by the whole city. The county's candidate filing report does not mark Wapner as an incumbent. It does mark Mayor Leon that way in the Mayor's race. This guide still treats Wapner as District 3's sitting member. His city bio page shows a term running December 2022 to December 2026. Those are the same term dates as Mayor Leon's and councilmember Jim Bowman's, all up this cycle. The December 2022 roll call adopting Ordinance 3224 names him as a sitting councilmember. District candidates must also live in the district they file for. The county's missing mark looks like a data entry slip, not evidence otherwise. It is still a real gap in the official record. No stronger document settles it, so it is stated here plainly.

Alan Wapner

Alan Wapner has served on the Ontario City Council for more than 30 years. He had time away earlier in his career. He is a retired Ontario police sergeant. He now heads the Ontario International Airport Authority and chairs the Omnitrans Board of Directors. His ballot title is Councilman and Retired Policeman.

D'Andre Lampkin

D'Andre Lampkin is a challenger for District 3. His ballot title is Deputy Sheriff and Businessman. His work website says he founded and runs Care Staffing Professionals. It is a health care staffing firm. It says he founded The Lampkin Foundation, a nonprofit human services group. It says he grew up in South Central Los Angeles.

Michael Rios

Michael Rios is a challenger for District 3. Their ballot title is Software Engineer. Nothing else about their background or platform was found.

Larry Trinidad

Larry Trinidad is a challenger for District 3. His ballot title is Registered Nurse. He runs on traffic and infrastructure, responsible growth and development, and public safety. His campaign site says he is a combat veteran Army servicemember. It says he has lived in Ontario all his life and raised three children there.
