This person is Montclair's directly elected, citywide Mayor: presides over City Council meetings and votes as a full member of the 5-person council (Mayor plus four at-large Council Members) that sets city ordinances, the budget, and land use. A 4-year term. Montclair is a General Law city; day-to-day operations run through an appointed City Manager.

Only one candidate qualified for Montclair's directly elected Mayor: incumbent Javier "John" Dutrey is running unopposed for another term -- so this contest is settled and your vote here does not change the outcome.

Montclair's Mayor is directly elected citywide, presiding over City Council meetings and voting as a full member of the 5-person council (Mayor plus four at-large Council Members) that sets city ordinances, the budget, and land use. A 4-year term; day-to-day operations run through an appointed City Manager. Montclair is a General Law city, not a charter city.

Dutrey has held continuous elected or appointed office in Montclair since 1990 -- six years on the Planning Commission (1990-96), 22 years on the City Council (1996-2018), and Mayor since 2018 -- and drew no challenger during this cycle's nomination period.

Javier "John" Dutrey

Javier "John" Dutrey is Montclair's incumbent Mayor and a lifelong resident of the city, a 1983 graduate of Montclair High School. He holds a Bachelor's degree in Political Science and a Master's in Public Administration, both from Cal State San Bernardino, and has worked in real estate, urban planning, and economic development. His parents immigrated from the Basque region of France and Spain and ran a Montclair business for nearly 50 years; his wife Anne and their son are both U.S. Army veterans. He represents Montclair on the governing boards of the San Bernardino County Transportation Authority, Omnitrans, the Animal Resource Center of the Inland Empire, and the Inland Empire Utilities Agency's regional sewerage policy committee, and represents the county on the Metrolink board and the Foothill Gold Line Construction Authority board.

Strengths

Martinez's committee (FPPC #1446356, active since 2020) reported $1,689.09 in contributions for the same period -- $1,589.09 of it a reclassification of a prior loan she personally made to the committee into a contribution, plus a new $100 itemized cash contribution, also from Martinez herself -- for a net cash increase of $100 to a $301.00 ending balance. Garcia's and Mendez's committees had each filed only a Form 410/501 as of this retrieval, no Form 460 yet -- the city's first pre-election filing deadline (Sept. 24, 2026) had not yet passed.
