Only one candidate qualified for this seat. Incumbent City Treasurer Janet Wall, appointed in 2022 and elected in 2024 to finish that term, appears unopposed for her first full term — so this contest is settled and your vote here does not change the outcome.

The city treasurer oversees Monrovia's cash and investments and reports on the city's financial position — a technical, non-policymaking role. A 4-year term.

With no opponent, the useful question is what background she brings rather than who to choose. Her record outside city government is in banking, not municipal finance specifically, and this would be her first full term after two years finishing a predecessor's.

Janet Wall

The incumbent treasurer, appointed in August 2022 to fill the vacancy left by Steve Baker's death and elected in 2024 to serve the remainder of that term, now running for a full term of her own. Outside city government she brings over 40 years in the financial-services industry, including operational and lending-management roles at national banks and credit unions (per the city's official bio). She also serves as president of Monrovia Reads, Inc., a local literacy nonprofit, and treasurer of the Monrovia Public Library Foundation.

Strengths

Four decades of banking and lending-management experience, plus two years already in the seat since her August 2022 appointment.

Trade-offs

Her only elected service so far was finishing someone else's term; this is her first campaign for a full term of her own.

Keep in mind

City treasurer is a technical post — cash management and reporting, not policy — so her banking background is the most directly relevant credential on this ballot for it.
