Incumbent Shelley Hasselbrink faces challenger Joe Hastie for Los Alamitos City Council District 4. Whichever candidate gets the most votes on November 3 wins outright; there's no runoff.

She holds a B.S. from the University of Redlands and an MBA from Pepperdine, and is currently pursuing doctoral studies in organizational development at Grand Canyon University. Professionally she is Controller for Mason West, a Placentia-based seismic engineering firm, after a 35-year career that included CBS Television, WTC Consulting, and CI Solutions. She sits on the Orange County Fire Authority's Board of Directors, Executive Committee, and Budget & Finance Committee (having chaired the board in 2020), represents the city on the Orange County Airport Land Use Commission, and serves on the League of California Cities' Community Services Policy Committee. She founded the Los Alamitos Community Foundation and has previously served as President of the Youth Center Board, a Los Alamitos Youth Baseball board member, and an LATV-3 Commissioner. A resident since 1993.
