This person would hold one of three at-large seats up this cycle on Live Oak's 5-member City Council, elected to a 4-year term: city ordinances, the budget, and land use for this Sutter County city of about 9,106 residents (2020 Census). Live Oak is a council-manager city -- an appointed City Manager runs day-to-day operations -- and rather than voters directly electing a Mayor, the council selects one of its own members to hold that title.

Four candidates are running for three at-large seats on Live Oak's City Council: incumbent Mayor Jeramy Chapdelaine faces three challengers, Cruz Mora (Cruz Ulysses Fuentes Mora), Ulises Teyes, and Noel Grove. The other two 2022-2026 incumbents, Ashley Hernandez and Bob Woten, did not file for re-election, opening two seats to newcomers alongside Chapdelaine's bid to keep his own.

Live Oak, a Sutter County city of about 9,106 residents (2020 Census) incorporated in 1947, runs under a council-manager government: an appointed City Manager handles day-to-day operations while a 5-member City Council, elected entirely at large to staggered 4-year terms, sets city ordinances, the budget, and land use. Live Oak voters don't elect a Mayor directly -- the council chooses one of its own members to hold that title, which is how Chapdelaine, first elected to the council in a Dec. 2021 special election, became Mayor.

Chapdelaine and Mora have run against each other before: in that same Dec. 2021 special election for a vacant council seat, Chapdelaine won a four-way race with 40.74% of the vote (354 ballots) and Mora placed second with 28.19% (245 votes). Mora has run for the council twice more since -- losing by 61 votes in 2022 and drawing 921 votes in 2024 -- and is on the ballot again this cycle alongside two first-time council candidates, Teyes and Grove.

Jeramy Chapdelaine

Jeramy Chapdelaine has served on the Live Oak City Council since winning a Dec. 2021 special election and was later chosen by his fellow council members to serve as Mayor. By his own account, he and his wife have lived in Live Oak more than 19 years and raised six children there. His career has been in municipal engineering and planning -- City Engineer, City Surveyor, and City Planner roles -- before becoming Yuba City's Director of Public Works and Development Services, his current job.

Strengths

Nearly five years on the council, including time as Mayor, in a career of municipal engineering and planning -- City Engineer, Surveyor, Planner -- before leading Yuba City's Public Works department.

Trade-offs

As the only incumbent in the field, a vote for him is a vote for continuity with the current council's direction rather than a change in course.

Keep in mind

His day job is Director of Public Works for neighboring Yuba City, a separate city government -- the two cities' staffs and officials work together often on shared Sutter County matters.

Cruz Ulysses Fuentes Mora

Cruz Ulysses Fuentes Mora, who runs as Cruz Mora, is a Live Oak native making his fourth run for City Council after placing second to Chapdelaine in 2021, losing by 61 votes in 2022, and drawing 921 votes in 2024. He graduated from Live Oak High School in 2017 and CSU Chico in 2024 with a degree in Public Administration, and works as a policy analyst for the California Department of Health Care Services. In July 2025, he was arrested and booked on a misdemeanor illegal-electioneering charge for wearing campaign apparel and video-recording inside a polling place during the Nov. 2024 election.

Strengths

A Public Administration degree and a state policy-analyst day job, plus four campaigns' worth of familiarity with Live Oak's council races and steadily growing vote totals.

Trade-offs

Has never won a Live Oak council seat despite four attempts since 2020, including a second-place finish to Chapdelaine in the 2021 race for this same seat.

Keep in mind

Arrested and booked on a misdemeanor illegal-electioneering charge in July 2025 for wearing campaign apparel and filming inside a polling place during the 2024 election, per Sheriff's Office and Appeal-Democrat reporting.

Ulises B. Teyes

Ulises B. Teyes is a paramedic and ambulance-business owner making his first run for Live Oak City Council. By his own account he has spent nearly fifteen years in emergency medicine, and his LinkedIn profile lists him as owner of Apollo Premier Inc., an ambulance company.

Strengths

Nearly fifteen years working in emergency medicine in and around Live Oak, plus experience running a business, which he frames as budget and operations experience for city government.

Trade-offs

No prior elected or appointed public office.

Keep in mind

His ambulance business could plausibly interact with city or county emergency-services contracts; no specific conflict is reported, but it's worth watching for a first-time officeholder.

Noel Grove

Noel Grove is a Live Oak resident and a first-time City Council candidate. Beyond his name on the city's and county's official qualified-candidate rosters and his city-listed contact information, this dataset found no occupation, campaign material, or independent news coverage for him -- a genuine information gap, not a sign of anything about the candidate himself.
