This person would hold one of two seats up this cycle on Lakeport's 5-member City Council (elected at-large) -- city ordinances, the budget, and land use for this Lake County city of about 4,800 residents. A 4-year term. The Council chooses a Mayor and Mayor Pro Tem from among its own members rather than electing either directly.

Three candidates are running for two seats on the Lakeport City Council: incumbents Mayor Brandon Disney and Mayor Pro Tem Stacey Mattina, and challenger Carl Ross Porter.

Lakeport's City Council has five members, all elected at-large (no districts) to staggered 4-year terms, for this Lake County city of about 4,800 residents. The Council chooses a Mayor and Mayor Pro Tem from among its own members each year rather than electing either directly -- Disney and Mattina currently hold those titles.

Two seats are up this November. Whoever gets the two highest vote totals wins outright, with no runoff.

Brandon Disney

Disney, the incumbent Mayor, is seeking another term. His filed candidate statement cites 4 years on the Council, this year serving as Mayor, and points to the Xabatin Community Park project, resurfacing of Main, Martin, and Lakeshore roads, and chairing the Lake County Recreation Agency. He is a third-generation Lakeport resident, holds a degree from CSU Sacramento, and operates Disney's Boat Rentals.

Strengths

Four years of current council experience including this year as Mayor, specific cited infrastructure accomplishments, and deep local roots (three generations in Lakeport).

Trade-offs

A local business owner (boat rentals) seeking reelection means his own commercial interests intersect with council decisions on waterfront and tourism policy.

Stacey Mattina

Mattina, the incumbent Mayor Pro Tem, is seeking another term. Her filed candidate statement describes her as a Realtor and business owner who helped create the Lakeport Community Council, and cites the Xabatin Community Park project, Main Street revitalization, waterfront investment, and grant funding secured during her service.

Strengths

Current council experience as Mayor Pro Tem, a real-estate background relevant to development and waterfront issues, and a specific record of cited grant-funding work.

Trade-offs

Like Disney, a local business owner (real estate) whose profession intersects with council land-use and development decisions.

Keep in mind

Both incumbents cite the same Xabatin Community Park project as a shared accomplishment -- worth asking what's next for it, and where they might differ.

Carl Ross Porter

Porter, a retired teacher, is a longtime Lakeport resident -- by his own account at a 2024 candidate forum (he also ran for this seat that year), he moved to Lakeport in 1972 at age 3 and graduated as valedictorian of Clear Lake High School in 1986. He lived eight years in Korea, earning bachelor's and master's degrees at Seoul National University, and has taught in multiple settings in Lake County (substitute teaching, a middle school, Kelseyville adult school, Lower Lake High School), as well as eight years teaching in China and roughly three years in Japan. He described volunteering with the Lakeport Main Street Association on downtown-revitalization ideas. He did not file a candidate statement for this year's ballot.

Strengths

An unusually international teaching career (Korea, China, Japan) alongside deep Lakeport roots, plus hands-on civic volunteering on Main Street revitalization.

Trade-offs

No prior elected office; did not file a 2026 candidate statement, so his current platform for this specific race is not in his own words in an official document.
