On the ballot

This person would hold your district's seat on Highland's 5-member City Council: city ordinances, the budget, and land use, under a council-manager form of government -- an appointed City Manager runs day-to-day operations. A 4-year term, and there are no term limits. Highland does not directly elect a Mayor: each year the council selects one of its own members to serve as Mayor and another as Mayor Pro Tem (currently Penny Lilburn and Jimmy Saldana). Terms are staggered -- three seats were up in 2024; Districts 2 and 4 are the two up this November.

Incumbent Jimmy Saldana, Highland's sitting Mayor Pro Tem, is running unopposed for reelection to his City Council District 2 seat on the November 3, 2026 ballot -- the city's own Qualified Candidate List shows no other filer.

This person holds District 2's seat on Highland's 5-member, district-elected City Council: city ordinances, the budget, and land use, under a council-manager form of government -- an appointed City Manager runs day-to-day operations. Saldana, first elected to District 2 and now serving as Mayor Pro Tem, is seeking reelection unopposed; the city's own Qualified Candidate List names no other District 2 filer, and independent county-wide reporting from the San Bernardino County Sentinel corroborates that he faces no opposition.

Jimmy Saldana

Jimmy Saldana is Highland's incumbent District 2 councilmember and its sitting Mayor Pro Tem. Per his own city bio, he is president and co-owner of Showcase Auto Glass, which has operated in Highland for five years, following "nearly two decades" spent building businesses in the Inland Empire. He is married with four sons and lives in District 2. His stated focus is community development and economic vitality, framed as "fostering a safer, more prosperous community." His filed ballot designation is "Father / Businessman / Councilmember."

Strengths

Sitting Mayor Pro Tem, the council's second-ranking selected title, plus roughly two decades of small-business experience in the district he'd continue to represent.

Trade-offs

No independent news coverage of his council record was found; his bio omits when he was first elected; his committee's dollar figures could not be read (see note below).
