Garden Grove City Council, District 4

Joe DoVinh

Joe DoVinh was evacuated from central Vietnam in April 1975, during the fall of Saigon. He was part of the initial refugee wave. His family was processed through Camp Pendleton. They were then sponsored to Washington state, where he grew up. He holds a bachelor's degree in Political Science from the University of Washington. He also holds a law degree from Pacific Coast University, College of Law. He is a certified court interpreter for Washington state and federal courts. He co-owns "The Business and Law Center." He also works as a real estate developer, both a broker and a general contractor. He served as a Garden Grove planning commissioner from 2012 to 2013. He was elected to the council in 2022. He is married to former Garden Grove City Council Member Dina L. Nguyen. He has been a Garden Grove resident since 2000.

Hieu Nguyen

Hieu Nguyen was born in Vietnam and immigrated to the U.S. in 1993 with their family. They grew up in a working class Garden Grove household. It received Section 8 housing, SNAP, and Medi-Cal assistance. They attended Garden Grove public schools. As a teenager, they worked in local restaurants and garment shops. They were the first in their family to earn a master's degree. They are a licensed clinical social worker. They have more than 17 years of public health leadership experience. They are also a small business owner and a community organizer. They have directed county initiatives that expanded access to care for Orange County residents. They are raising their family, alongside their husband, in the same Garden Grove neighborhood. It is where they grew up.
