## On the ballot

- **Desrie Campbell** — Councilmember/Healthcare Director · Incumbent
- **Keith Parker** — Marketing Director

A nonpartisan office: candidates do not run as Democrats or Republicans, and no party appears on the ballot.

Incumbent Desrie Campbell, first elected in 2022, faces one challenger for Fremont’s District 2 council seat. The challenger is marketing director Keith Parker.

This person would hold one of six district seats on the Fremont City Council -- Alameda County's largest city, with about 230,000 residents -- alongside a separately, citywide-elected Mayor, under a council-manager government with an appointed City Manager. The term is four years. Whichever candidate gets the most votes wins; no ranked-choice voting is documented for Fremont.

The county's own candidate-filing system marks Campbell's "Incumbent" field "N," the same self-report quirk this dataset has found unreliable elsewhere in Alameda County -- Fremont's own city government page independently confirms she is the sitting District 2 councilmember, first elected to the council in 2022.

## Desrie Campbell

Desrie Campbell moved to Fremont in 1996 and raised her four sons there. She was elected to the Fremont Unified school board in 2012 and served ten years. That included service as a California School Boards Association Delegate Assembly member. She won this council seat in 2022. Earlier in her career she worked in Washington, D.C. city government and for a lobbying firm on Capitol Hill. She holds a bachelor’s in business administration and a master’s in public administration. She has served as a Human Relations Commissioner. She is a former chair of the Alameda County Commission on the Status of Women. As a councilmember she was appointed to the League of California Cities’ Community Services Policy Committee. There she says she pushes to reduce homelessness and increase affordable housing while keeping local decision-making. In her Vote411 questionnaire she describes thirty years living in Fremont. She says she has championed affordable housing, a compassionate response to homelessness and effective city governance.

Her three stated priorities are strong city finances, where she says she delivered balanced budgets without drawing on reserves or cutting staff; public safety, including hiring sworn police officers and advancing labor agreements; and climate sustainability, including enforcing the city's Climate Action Plan. She says she would hold open public meetings and forums to hear from residents. If cuts were needed, she says she would spare public safety and public-health programs and look first at contracted services and consultants. She would also strengthen the housing and building code to allow more homes.

**Strengths:** A council term plus ten prior years on the school board, the longest local record in Fremont's 2026 council races. By her account, she balanced budgets without using reserves.

**Trade-offs:** As the incumbent, she owns four years of District 2 council decisions most directly. Her stated priorities mostly continue current city policy, so a vote for her favors the present direction.

**Keep in mind:** Her finance, public safety and climate results are self-reported in her Vote411 answers. Her career bio comes from the city's own page, a self-published source, not an independent review of her record.

## Keith Parker

Keith Parker’s ballot designation is Marketing Director. He filed a campaign committee for a 2022 council run. That committee shows no filings since November 2022. No new 2026 committee was located for him on Fremont’s NetFile portal. In his Vote411 questionnaire he describes more than thirty years as a Fremont homeowner whose children attended local public schools. He lists a PTSA treasurer role at Centerville Middle School and board service with the Ohlone College Foundation, the Fremont Education Foundation and the Washington Health Foundation. He also lists a hospital bond oversight committee, Niles Rotary, a long technology career and a bachelor's degree.

His three stated priorities are reducing homelessness, mainly by keeping housed people from losing their homes and by individualized programs in place of one-size-fits-all ones; improving public safety, including police staffing and fair treatment of first responders who have worked without a contract; and economic development, such as streamlining the way new businesses open. He also says he wants residents to feel heard and would hold regular town halls in person and online. On budget cuts he says he would look first at consultant fees in capital projects and slow roadway changes. His zoning change would address the low parking counts at new high-density housing near transit.

**Strengths:** Long volunteer board service and regular council meeting attendance, by his own account. He gives specific views on consultant spending, roadway changes and parking at new housing.

**Trade-offs:** No active 2026 campaign committee was located, so there is no current fundraising signal. He has no council voting record to check his proposals against.

**Keep in mind:** His background, volunteer roles and consultant-spending claims in his Vote411 answers are self-reported and not independently confirmed here. A missing 2026 committee could mean a self-funded or low-visibility campaign.
