This person would hold one of two at-large seats up this cycle on Emeryville's 5-member City Council, alongside three continuing colleagues: city ordinances, the budget, and land use in this roughly 12,900-resident Alameda County city, under a council-manager government with an appointed City Manager. A 4-year term. The Mayor and Vice Mayor hold no separately elected office -- they are chosen annually by and from the council's own five members, not elected directly.

Two seats are up on Emeryville's City Council: both sitting councilmembers whose terms expire this cycle, David Mourra and Kalimah Atreyu Priforce, are running for reelection, challenged by two first-time candidates, Corry Frydlewicz and Brandon Soublet.

Emeryville's City Council has five members, all elected at-large citywide (no districts) to 4-year terms; elections alternate between 3-seat and 2-seat cycles, and Nov. 2026 is a 2-seat cycle. The Council sets city policy and adopts the budget under a council-manager government with an appointed City Manager. The Mayor and Vice Mayor hold no separately elected office -- they are chosen annually by and from the council's own five members. Voters may vote for up to two candidates; the two highest vote-getters win the two seats.

The county's own candidate-filing system marks the "Incumbent" field "N" for all four candidates, including Mourra and Priforce -- this dataset does not treat that field as reliable. The City of Emeryville's own public meeting-records system (Legistar) independently confirms both as sitting Council Members continuously since Dec. 12, 2022, with Mourra additionally rotating through Vice Mayor (2023-2024) and Mayor (2024-2025) under the council's annual rotation.

David Mourra

The sitting Emeryville City Councilmember; his filed ballot designation is "Emeryville City Councilmember." The city's own Legistar meeting-records system shows him as a Council Member continuously since Dec. 12, 2022, elevated to Vice Mayor for the 2023-2024 council year and then to Mayor for 2024-2025 -- Emeryville rotates both positions annually among its five members. His 2026 campaign committee, Committee to Elect David Mourra For Emeryville City Council 2026, has filed only an initial FPPC Form 410 (Statement of Organization), dated July 24, 2026; no Form 460 is on file yet, so no fundraising or spending total exists to report.

This dataset found no 2026 city-council campaign committee filed under her name on Alameda County's NetFile portal -- only an unrelated "Kalimah Priforce Legal Defense Fund" committee (Form 410, filed July 25, 2025) and a 2023 filing tied to a county Democratic Central Committee seat, neither related to this race.
