Dublin shifted from at-large to by-district Council elections starting with the November 2024 election (Districts 1 and 3 first); this is the first district-based election for this seat.

Kashef Qaadri, the sitting councilmember whose current at-large term expires this year, is running for reelection to the newly created District 4 seat against one challenger, first-time candidate Shivraj Singh.
