City of Dixon

Dixon City Council, District 2

This person would hold one district seat on Dixon's five-member City Council. The council also has an at-large Mayor and three other district seats. An appointed City Manager runs day-to-day operations under a council-manager government. The council sets the city's budget, land-use and development policy, and ordinances. Terms are four years and staggered, so not all seats are up each time. This cycle, District 1, District 2, and the City Clerk are up for election. The Mayor and Districts 3 and 4 are not on this ballot.

Dixon's District 2 council seat is a two-person race. Incumbent Thom Bogue, a business owner, is running for another term. His challenger is Christina M. Cerna, an education compliance specialist. Both filed by Aug. 7, 2026. The race goes straight to the November 3 ballot, with no June primary.

The winner holds one of four district seats on Dixon's 5-member City Council. A Mayor is elected at large to the fifth seat. Dixon runs under a council-manager government, so an appointed City Manager handles daily city work. Dixon is a Solano County general law city. Its 2020 population was 18,988, with an estimated 21,116 as of 2025. The council sets the budget, land use and development policy, and city ordinances. Thom Bogue

Thom Bogue is the incumbent District 2 councilmember and a business owner. He has owned Dixon's First Choice Automotive since 2006. He moved to the city in 1995. A 2014 Daily Republic profile said he survived the 1978 Jonestown mass poisoning in Guyana. He was a child then and settled in Dixon later.

Christina M. Cerna

Christina M. Cerna is an education compliance specialist. Cerna is challenging incumbent Thom Bogue for the District 2 seat. They filed their nomination papers by Aug. 5, 2026. They did not send in a candidate statement. No campaign website, social media account, or news profile was found for them.
