Only one candidate qualified for this seat. Incumbent Andrew Chou, on the council since 2018 and the city's mayor in 2023, appears unopposed for a third term representing District 3 — so this contest is settled and your vote here does not change the outcome.

This person holds one of five district seats on Diamond Bar's City Council: city ordinances, the budget, and land-use decisions. A 4-year term. Council members choose one of their own to serve as mayor and mayor pro tem, presiding over meetings but casting only one vote like any other member.

With no opponent, the useful question is what he has done with the seat, not who to choose. Chou has held the office since November 2018, after prior service as a Diamond Bar Parks and Recreation Commissioner, and now sits on a string of regional boards that reach beyond the city itself.

Andrew Chou

Andrew Chou was elected to the Diamond Bar City Council in November 2018 and served his first term as mayor in 2023, unopposed for a third term this cycle. Before his election he served as a Diamond Bar Parks and Recreation Commissioner. Born in Taiwan and raised in nearby Hacienda Heights, he made Diamond Bar the home for his family and his business: after graduating from UC Irvine he built a career in financial planning and founded his own advisory firm in the city. Beyond the council, he currently serves as vice chair of the Tres Hermanos Conservation Authority, third vice president of the San Gabriel Valley Council of Governments, a governing board member of the San Gabriel Valley Regional Housing Trust, and sits on the LA County Small Business Commission and the LA County Assessor's Advisory Council, among other regional and nonprofit boards.

Strengths

Two prior council terms plus seats on several regional bodies (San Gabriel Valley COG, the Tres Hermanos Conservation Authority) give him standing on issues that cross city lines.

Running unopposed means his record over two terms, including a term as mayor, faces no organized counter-argument this cycle.
