Daly City City Council

This person holds one of three at-large seats on Daly City's five-member City Council. Terms are four years and staggered. Members vote on city ordinances, the budget, and land use citywide. Each year, the council picks one member as Mayor. It also picks another as Vice Mayor. Neither title is separately elected.

Seven people are running for three at large seats on Daly City's City Council. Three of them now hold seats. They are Pamela DiGiovanni, Rod Daus-Magbual, and Teresa Proaño. Four are running against them. They are Thomas A. Nuris, Tony Bayudan, Asia Su, and Barry Rodriguez. Voters may pick up to three. There is no primary.

Daly City's 5-member City Council is elected entirely at large. Every voter citywide chooses among all candidates, not just one district's field. Terms are staggered and last 4 years. Three seats are up this cycle. The other two are not up again until 2028. Mayor Glenn Sylvester holds one of them. Councilmember Juslyn Manalo holds the other, and she is running for county supervisor this year instead. The council picks one of its own members to serve as Mayor each year. It picks another as Vice Mayor. Both are rotating roles, not offices voters elect. An appointed city manager runs the city day to day.

Three sitting members and four challengers are competing for three seats. The seats are at large, and voters may pick up to three. So the real question is less which sitting member to keep. It is more whether any challenger should take one of their places. Nuris and Bayudan each bring deep local institutional experience and well funded campaigns. Su has raised and spent more than anyone else in the field. But Su reports the smallest cash cushion heading into the fall. Rodriguez filed no candidate statement. They report no real campaign money activity.

Pamela DiGiovanni

Pamela DiGiovanni sits on the council and is running again. Their ballot title is "Daly City Councilmember." They point to their record keeping Seton Medical Center open. They also cite hazard pay, COVID-19 testing, and Measure Q's fire and library money. If reelected, they want to keep city services open. They would protect Seton Medical Center and oppose data center projects.

Rod Daus-Magbual

Rod Daus-Magbual, 47, sits on the council and is running again. Their ballot title names them a councilman, professor, and nonprofit director. They say they have served 8 years on the council, including two terms as Mayor. They say they helped bring K through 12 educator housing and mixed income housing to Daly City. They are a tenured professor and a nonprofit director working on ethnic studies. They have served on the city's Library and Planning Commissions. They also sit on the Westlight Energy Board.

Teresa Proaño

Teresa Proaño is the sitting Vice Mayor and a councilmember running again. Their ballot title names them a city councilmember and businesswoman. They point to full police and fire staffing and the Vista Grande Drainage Basin Project. They also cite road repaving, small business support, more affordable housing, and childcare access. They have worked 27 years at Duggan's Serra Mortuary in Daly City. They list more than 40 years of local volunteer work. That includes the city's Recreation and Planning Commissions.

Thomas A. Nuris

Thomas A. Nuris is an attorney. They have practiced law in Daly City since 1978 and have lived there since childhood. They were a Trustee of the Jefferson Union High School District. They served on the city's Personnel Board and Planning Commission. They were Chairman of the Board of Seton Medical Center. They want safe, clean services such as schools, medical care, libraries, and parks. They also want growth that adds to the city's tax base.

Tony Bayudan

Tony Bayudan is Chief of Staff to San Mateo County Supervisor David J. Canepa. They say they have held that job for ten years. They are also Vice Chair of Daly City's Personnel Board. They are the son of Filipino immigrants whose family has lived in Daly City since 1977. They focus on housing, health care, and grocery costs. They pledge a City Hall "less focused on political games." They name backing from state Senator Scott Wiener and Assemblymember Catherine Stefani. Sitting Councilmember Juslyn Manalo also backs them.

Asia Su

Asia Su is a small business owner. They have raised their child in Daly City for nearly 20 years. They center their campaign on community engagement. That means outreach in many languages, neighborhood meetings, and advisory groups. They want those groups to reflect the city's diversity. Their priorities are civil rights, public safety, local business support, and fiscal accountability. They name no past project and no endorsement.

Barry Rodriguez

Barry Rodriguez got on the ballot by filing nomination papers dated August 3, 2026. They filed no candidate statement. The roster records no ballot title for them.
