On the ballot

Belmont's City Council has four district seats plus the separately elected, citywide Mayor. Each councilmember represents one of the city's four geographic districts and serves a 4-year term; only two of the four districts are up this cycle.

Sarah K.M. Delisle is running uncontested for the open District 3 seat; she was the only candidate who qualified by the filing deadline.

Belmont's City Council has four district seats, each elected only by the voters of that district, plus the separately elected, citywide Mayor. Councilmembers serve staggered 4-year terms; only Districts 1 and 3 are up this cycle, alongside the Mayor's seat -- Districts 2 (Cathy Jordan) and 4 (Tom McCune) are not on this ballot. District 3 is currently held by Councilmember Robin Pang-Maganaris, who is not seeking reelection, making this an open seat rather than an incumbent's race.

The county's own certified candidate roster and independent San Mateo Daily Journal reporting (Aug. 11, 2026) both confirm no one else filed for this seat this cycle.

Sarah K.M. Delisle

A first-time candidate for elected office and a Bay Area native who now lives in Belmont's District 3 with her spouse, Daniel Delisle (a Belmont native and Carlmont High School alumnus), their three children, and their dog. She holds a UC Santa Barbara degree in Environmental Studies and Portuguese, and by her own account began her public-service career with a Congressional internship before working on the House Appropriations Committee and, later, at the Center for Naval Analyses on energy and environmental-security research. She then spent roughly a decade in the Office of the Chief of Naval Operations at the Pentagon and as Sustainability Director, then National Sustainability Director, for Naval Air Systems Command, managing energy development, environmental compliance, and readiness planning across military installations nationwide; she completed an MBA through the Naval Postgraduate School during that period. In 2020 she moved from federal service to the clean-energy company Swell Energy as Vice President of Government Affairs. Her stated local priorities are public safety, infrastructure, fiscal responsibility, community facilities, sustainability, and quality of life.

No prior elected or appointed local office; this dataset found no independent news coverage of her candidacy beyond the Daily Journal's brief confirmation the seat is open and uncontested.

Keep in mind

This is an open seat, not an incumbent's reelection -- Robin Pang-Maganaris, the sitting District 3 representative, chose not to run again, so voters are effectively ratifying Belmont's only District 3 filer rather than choosing between an incumbent and a challenger.
