Two candidates are running for Beaumont's one City Clerk seat: incumbent Elaine Morgan and challenger Kathleen Aguilar-Billinger. Whichever candidate gets the most votes wins outright — no runoff.

The city clerk runs city elections and keeps Beaumont's official public records — agendas, minutes, contracts — and administers campaign-disclosure filings. A 4-year, at-large term.

Kathleen Aguilar-Billinger

A challenger, running under the ballot designation "Retired Board Clerk." Her filing states she served as Clerk of the Board for the Lake Hemet Municipal Water District for over eight years (through November 2025), after prior years serving as a backup clerk there. She did not file a Candidate's Statement.

Strengths

Directly relevant clerking experience — years running board proceedings and records for another local public agency.

Trade-offs

With no Candidate's Statement filed, there's no first-person account of why she's running, and her record is with a water district's board, not city elections work.

Keep in mind

Her experience is the closest thing to a platform in the record here — the choice is largely between Morgan's sitting incumbency and Aguilar-Billinger's outside clerking background, since neither candidate has said more than that in writing.
