Assemblymember Carl DeMaio took 59.7% of the June 2 vote and Democrat Gerald C. Boursiquot took 40.3%; they were the only two candidates on the primary ballot. The district covers eastern San Diego County.

The winner holds one of 80 Assembly seats for a two-year term, inside a 12-year lifetime cap on service in Sacramento. He has also authored 31 bills this session with none signed into law. Whether that combination reads as a mandate or a mismatch is the judgment this race asks of you.

Carl DeMaio

Republican, the sitting Assemblymember for this district. He is lead author of 31 bills in the 2025–2026 session, none of them signed into law so far. He raised $3,009,468, of which $770,941 came from small donors and $2,065,262 from individuals, against $54,800 from PACs and committees.

Strengths

The most individually funded campaign on this ballot by a wide margin, with roughly a quarter of it arriving in amounts under $100.

Trade-offs

Thirty-one bills authored with none enacted; minority-caucus membership explains part of that, but other Republicans here converted four to eight.

Keep in mind

A very large donor base and a zero-conversion legislative record are both true at once; they measure different things, and this race is where you decide which you weight.

Gerald C. Boursiquot

Democrat, and the only other candidate on this district's ballot, with 40.3% of the June vote. He raised $9,500, mostly from individuals and small donors. He has not served in the California Legislature or U.S. Congress.

Strengths

He took more than four in ten votes on under $10,000 — roughly three-tenths of one percent of his opponent's total.

Trade-offs

That resource gap is the widest in any Assembly race on this ballot, and he has no record in office to be judged on.
