## On the ballot

- **Long David Liu** — Attorney/Father · Republican
- **Mike Fong** — California State Assemblymember · Democratic · Incumbent

Assemblymember Mike Fong took 68.2% of the June 2 vote and Republican Long David Liu took 31.8%; they were the only two candidates on the primary ballot. The district covers Alhambra, Monterey Park and the western San Gabriel Valley.

The winner holds one of 80 Assembly seats for a two-year term, inside a 12-year lifetime cap on service in Sacramento. An Assemblymember authors bills, sits on the policy committees that decide which bills advance, and argues for the district's share of the annual state budget. Committee assignment is where most of the leverage sits, and it is handed out by the majority's leadership.

The incumbent has one of the larger individual-donor bases on this ballot at $290,755, which is a different funding shape from most of his colleagues even though his committee total is comparable. Weigh a solid enacted record and that donor mix against a challenger running on about three percent of the money.

## Mike Fong

Mike Fong, a product of Los Angeles County, has represented the 49th Assembly District since a February 2022 special election (Assembly biography). Before Sacramento, he served as a trustee on the Los Angeles Community College District board, the nation's largest community college district (Assembly biography). There he worked on career-pathway programs (Assembly biography). He chairs the Assembly Higher Education Committee and the Asian American & Pacific Islander Legislative Caucus (Assembly biography). He also sits on the Appropriations and Budget committees (Assembly biography).

By his office's account, he is seeking another term to continue his work on education, language access and public safety (Assembly biography). The most decision-relevant fact about his record is this: CalMatters reported in October 2025 that Fong had never cast a "no" vote in his legislative career (CalMatters). That changed in 2025, when he voted no four times (CalMatters). He also missed only six floor votes, the lowest rate of any rank-and-file lawmaker; he did not answer a CalMatters interview request (CalMatters).

He promises to keep "increasing access to quality education at every level" (Assembly biography). He also wants to elevate "language access for non-English speaking Californians" (Assembly biography). And he promises to improve public safety by "helping to expedite the removal of dangerous weapons off our streets" (Assembly biography).

**Strengths:** A committee-chair post on higher education, and a voting record CalMatters called nearly the most consistent "yes" in the Legislature until this year.

**Trade-offs:** He rarely broke from his own party's bills until 2025, so his record shows little independent opposition within his own caucus.

**Keep in mind:** His 68 percent primary share is as much a fact about district registration as about his record. Weigh his committee role against a voting pattern that avoided "no" votes for most of his tenure.

## Long David Liu

Long David Liu is a Republican attorney challenging incumbent Mike Fong for the 49th District seat. He is CEO of the Liu Law Firm and lives in Rowland Heights (OC Register questionnaire). He has never held elected office. But he says decades of work "with police stations, prosecutors, and numerous other government agencies" taught him to "diagnose the embedded problems" in government (OC Register questionnaire).

Liu calls public safety "non-negotiable" for the district (OC Register questionnaire). He says "families in California... deserve to be safe, protected, and allowed to operate their businesses without fear" (OC Register questionnaire). He proposes more funding for "police, sheriffs, prosecutors, or corrections," expanding Proposition 36's penalties for drug and retail-theft crimes, and hiring more officers to improve response times (OC Register questionnaire).

He promises to cut taxes and "reckless spending" (OC Register questionnaire). He argues that lower taxes and looser housing rules would ease the cost of living within two to three years (OC Register questionnaire). He opposes state-funded health coverage for undocumented immigrants. Instead he would rely on "community health clinics, charity care, and employer-sponsored coverage" (OC Register questionnaire). On immigration, he says the state should "collaborate with the federal government" rather than restrict enforcement (OC Register questionnaire).

**Strengths:** A detailed, on-the-record platform on crime, taxes and housing, published in his own words to the Orange County Register.

**Trade-offs:** No record in any office, so his platform is a set of promises rather than a tested record.

**Keep in mind:** He opposes extending state health coverage to undocumented immigrants and lists police and prosecution funding as his top budget priority, per his own questionnaire answers.

Figures are CA Form 460 filings through June 30, 2026 by committees controlled by each candidate, and can include transfers from a candidate's earlier committees. Semi-annual reports covering January–June 2026 were due July 31, 2026, so some totals lag a period behind. Per the California Secretary of State's Cal-Access raw data export, retrieved 2026-09-21.

Total is itemized (Schedule A) contributions and self-funding loans dated after the June 2, 2026 primary, through June 30, 2026 — small-dollar unitemized (under $100) contributions aren't independently dated in Cal-Access's raw export, so they aren't reflected here and this may undercount true small-donor activity since the primary. This also doesn't include money reported only on 24-hour late-contribution reports (Form 497) that haven't yet appeared in a periodic Form 460 filing.
