## On the ballot

- **Arthur Webb** — Retired Technology Manager · No Party Preference
- **Anamarie Avila Farias** — Member of the State Assembly, District 15 · Democratic · Incumbent

Assemblymember Anamarie Avila Farias took 69.6% of the June 2 vote and Arthur Webb, running with no party preference, took 30.4%; they were the only two candidates on the primary ballot and they meet again on November 3.

The winner holds one of 80 Assembly seats for a two-year term, inside a 12-year lifetime cap on service in Sacramento. An Assemblymember authors bills, sits on the policy committees that decide which bills advance, and argues for the district's share of the annual state budget. A first-term member is still building the committee position that determines how much of that agenda actually moves.

This is a two-candidate race with a wide June margin and an unusual information gap: one candidate has a documented legislative record and the other has almost no published record of any kind. Weigh the incumbent's first-session output against how much you are willing to decide on limited information about her opponent — and note that the absence of coverage is itself worth knowing when you vote.

## Anamarie Avila Farias

Anamarie Avila Farias, a Democrat, is the sitting Assemblymember for this district. A third-generation Contra Costa County resident and granddaughter of Mexican immigrants, she was raised by a single mother after her father died when she was three, and began working at 14 (campaign site). She holds a bachelor's and a master's degree from the University of San Francisco. Before the Assembly she was the first Latina elected to the Martinez City Council in 2012, served on the Contra Costa County Board of Education, and sat on the California Housing Finance Agency board (Ballotpedia). In the Assembly, she has authored AB 1627, the MELT ICE Act, and AB 2258 on childcare funding (official site).

She says, "For me, it's action that moves you, your family, and your community forward, not talk" (campaign site). Her office says AB 1627, the Misconduct Ends Law-Enforcement Trust Act, would disqualify former ICE employees from becoming California peace officers; the Assembly passed it in May 2026 and sent it to the Senate (official site).

She promises to keep expanding affordable housing, pointing to the accessory-dwelling-unit program and the LEED-certified affordable housing she says she helped create in Martinez, plus a program pairing at-risk and incarcerated youth with apprenticeships (campaign site). She promises continued funding for childcare and continued protections for immigrant communities (official site).

**Strengths:** A run of local offices before Sacramento and a first-session record that includes a bill limiting ICE hiring into California law enforcement, passed by the Assembly.

**Trade-offs:** Her record so far is one Assembly session, so there is less to judge than for a longer-serving member.

**Keep in mind:** The June margin ran more than two to one in her favor. Her opponent has no local-office record to compare against hers.

## Arthur Webb

Arthur Webb, who has no party preference, is a retired technology professional with a graduate degree from UC Berkeley, earned in 1971 (Ballotpedia). He has not held elected office. He was the only other candidate on this district's June primary ballot, where he took 33.5% of the vote (Ballotpedia).

He describes himself as "moderate, NPP, Independent" and says "voters still control our nation," calling this "the election in which moderate voters of all parties can take back California" (Ballotpedia candidate survey). He has never held elected office, so there is no governing record to weigh against his platform. He pledges to accept "no funding from either major political party" (campaign site).

He promises to "vote against any bill to increase taxes or to put a tax increase onto the ballot" and to restore the two-thirds legislative threshold for raising taxes (Ballotpedia candidate survey). He calls for a smaller state government, stronger election integrity including voter ID, and cutting regulatory barriers to housing (campaign site; Ballotpedia candidate survey).

**Strengths:** He gave this district a contested race rather than an unopposed one, and set out a detailed platform in his own words on taxes, government size and elections.

**Trade-offs:** No record in any office, and no news coverage independent of his own campaign materials to check his claims against.

**Keep in mind:** The June margin ran about two to one for the incumbent. What's available on him is his own account, not outside reporting.

Figures are CA Form 460 filings through June 30, 2026 by committees controlled by each candidate, and can include transfers from a candidate's earlier committees. Semi-annual reports covering January–June 2026 were due July 31, 2026, so some totals lag a period behind. Per the California Secretary of State's Cal-Access raw data export, retrieved 2026-09-21.

Arthur Webb has no itemized contributions dated after the June 2, 2026 primary reported to Cal-Access yet.

Total is itemized (Schedule A) contributions and self-funding loans dated after the June 2, 2026 primary, through June 30, 2026 — small-dollar unitemized (under $100) contributions aren't independently dated in Cal-Access's raw export, so they aren't reflected here and this may undercount true small-donor activity since the primary. This also doesn't include money reported only on 24-hour late-contribution reports (Form 497) that haven't yet appeared in a periodic Form 460 filing.
