## On the ballot

- **Lori D Wilson** — Assemblymember, 11th District · Democratic · Incumbent
- **Jenny Leilani Callison** — Legislative Consultant · No Party Preference

Assemblymember Lori D Wilson took 65.3% of the June 2 vote; Jenny Leilani Callison, running with no party preference, took 23.6% and advances, while Rochelle Conner finished third with 11.1%. Wilson and Callison have met before — Wilson defeated her in the November 2022 general election for this seat.

The winner holds one of 80 Assembly seats for a two-year term, inside a 12-year lifetime cap on service in Sacramento. An Assemblymember authors bills, sits on the policy committees that decide which bills advance, and argues for the district's share of the annual state budget. Committee assignment is where most of the leverage actually sits, and it is handed out by the majority's leadership rather than earned at the ballot box.

Both candidates have worked inside the Capitol — one as a member, one for fourteen years as committee staff — so this is not a contest between an insider and an outsider. It is a contest between two readings of what the district needs from the same building. Weigh the incumbent's accumulated committee position against a challenger who knows the process from the staff side and is running without a party label.

## Lori D Wilson

Lori D. Wilson is the Democratic Assemblymember for District 11. She was the first Black woman elected mayor in Solano County's history, serving on the Suisun City Council starting in 2012 before becoming mayor in 2018 (assembly website). In the Assembly, she is the first Black woman to chair the Transportation Committee, and the first freshman ever elected to chair the California Legislative Black Caucus (assembly website).

Wilson has authored legislation on maternal health and criminal justice. AB 2319 requires implicit-bias training for childbirth providers, to address racial disparities in maternal mortality; ACA 8 bars punishing incarcerated workers who refuse work assignments (Vallejo Sun). This year she introduced a bill to temporarily ban law enforcement use of electroshock gloves, pending safety studies due by 2029 (Vallejo Sun).

She supports California Forever's proposed Solano County shipyard, saying it "offers an important opportunity for Solano County ... good paying jobs, advanced manufacturing" (Vallejo Sun). She is seeking a third full term representing Solano County and parts of Contra Costa and Sacramento counties.

**Strengths:** A specific record of bills that became law, a rise to chair two influential posts, and several terms' worth of standing in the Capitol.

**Trade-offs:** She backs a large industrial project for the county that her opponent opposes, so her record is also a bet on that project's outcome.

**Keep in mind:** She has now won this district three times, including once against this same opponent, so her margin says as much about the district's registration as about either candidate.

## Jenny Leilani Callison

Jenny Leilani Callison, who has no party preference, served as an Army officer from 2002 to 2006. She later spent about fourteen years as a legislative consultant on military and veterans affairs, first for the Assembly's Military and Veterans Affairs Committee (2011-2022) and then as chief consultant for the Senate's equivalent committee (2023-2025) (Vallejo Sun). She has not held elected office and is making her second run for this seat, after losing to Wilson in 2022 (Vallejo Sun).

Callison says, "we should not excuse an environmental impact review for a group that can hire high paid lobbyists if we wouldn't also excuse an environmental impact review for a mom and pop business" (Vallejo Sun). She opposes the California Forever-backed shipbuilding project that Wilson supports, arguing the benefits should stay in local communities (Vallejo Sun).

She promises to focus on cost of living, fiscal accountability and support for small businesses (Daily Republic). She calls herself "mostly libertarian-leaning" and says California can be "both prosperous and affordable again" (Daily Republic).

**Strengths:** Direct experience with how a bill moves, from years as committee staff, and no obligation to either party's caucus.

**Trade-offs:** No record in any elected office to be judged on, and she is running against an opponent who has already defeated her once before.

**Keep in mind:** Her platform here comes from a local paper's interviews and her record as legislative staff, not from a campaign site, which could not be located, so this account may be thinner than her full platform.

Figures are CA Form 460 filings through June 30, 2026 by committees controlled by each candidate, and can include transfers from a candidate's earlier committees. Semi-annual reports covering January–June 2026 were due July 31, 2026, so some totals lag a period behind. Per the California Secretary of State's Cal-Access raw data export, retrieved 2026-09-21.

Total is itemized (Schedule A) contributions and self-funding loans dated after the June 2, 2026 primary, through June 30, 2026 — small-dollar unitemized (under $100) contributions aren't independently dated in Cal-Access's raw export, so they aren't reflected here and this may undercount true small-donor activity since the primary. This also doesn't include money reported only on 24-hour late-contribution reports (Form 497) that haven't yet appeared in a periodic Form 460 filing.
