## On the ballot

- **Michael Mandy** — Incumbent

A nonpartisan office: candidates do not run as Democrats or Republicans, and no party appears on the ballot.

Only one candidate qualified for this seat. Incumbent City Clerk Michael Mandy, appointed to the office in September 2025, appears unopposed for the remaining two years of the term -- so this contest is settled and your vote here does not change the outcome.

Antioch's City Clerk is elected citywide, as a separate office. The Mayor and City Treasurer are also elected citywide, and neither is up this cycle. The Clerk is the city's elections official. The Clerk keeps Council agendas, minutes, ordinances, and Fair Political Practices Commission filings. The Clerk is also secretary to the Board of Administrative Appeals. The job normally runs four years. This seat is on the ballot for the remaining two years of the current term. The previously elected Clerk, Melissa Rhodes, resigned in mid-2025 without public explanation.

With no opponent, the useful question is not who to choose. It is what the officeholder has done and what to watch next. For the next two years, accountability for this seat runs through public records requests and the public. It does not run through the ballot.

## Michael Mandy

Appointed City Clerk by a 4-1 Council vote on September 23, 2025, to fill the vacancy left by Melissa Rhodes' unexplained July 2025 resignation, and now running to keep the seat through the remainder of the term. A 30-plus-year Antioch resident, Mandy previously owned an independent insurance agency in the city from 1995 to 2013; since then he has worked as a Premises Technician for AT&T, installing internet service and upgrading telephone infrastructure, and serves as a union representative for CWA District 9, elected to his local's Executive Board in 2019. His appointment was explicitly framed by the Council as a roughly 14-month bridge to this November's special election.

**Strengths:** About a year already in the office by appointment, plus three decades of Antioch residency. He also ran his own insurance agency for nearly two decades.

**Trade-offs:** He has never won this office in a contested election. His only time in the seat so far came through a Council appointment, not a public vote.

**Keep in mind:** Running unopposed, he has had no occasion to build a public campaign finance record. Antioch's NetFile portal returned no filing data in any case.
