Antioch's City Clerk is a separately, citywide elected office (along with Mayor and City Treasurer, neither up this cycle): the city's elections official, custodian of Council agendas, minutes, ordinances, and Fair Political Practices Commission filings, and secretary to the Board of Administrative Appeals. Normally a 4-year term; this seat is on the ballot for the remaining two years of the current term, after the previously elected Clerk resigned without explanation in mid-2025.

Only one candidate qualified for this seat. Incumbent City Clerk Michael Mandy, appointed to the office in September 2025, appears unopposed for the remaining two years of the term -- so this contest is settled and your vote here does not change the outcome.

Michael Mandy

Appointed City Clerk by a 4-1 Council vote on September 23, 2025, to fill the vacancy left by Melissa Rhodes' unexplained July 2025 resignation, and now running to keep the seat through the remainder of the term. A 30-plus-year Antioch resident, Mandy previously owned an independent insurance agency in the city from 1995 to 2013; since then he has worked as a Premises Technician for AT&T, installing internet service and upgrading telephone infrastructure, and serves as a union representative for CWA District 9, elected to his local's Executive Board in 2019. His appointment was explicitly framed by the Council as a roughly 14-month bridge to this November's special election.

Strengths

About a year already in the office by appointment, plus three decades of Antioch residency and a small-business background running his own insurance agency for nearly two decades.

Trade-offs

He has never won this office in a contested election -- his only time in the seat so far came via a Council appointment, not a public vote.
